Illinois Turo hosts should reconcile I-PASS and plate-based toll activity by preserving the plate, transponder, travel timestamp, and active reservation. The Illinois Tollway's official guidance also describes Pay By Plate for rented, borrowed, or temporary vehicles without an I-PASS or E-ZPass transponder.
Choose the correct record source, and capture the matching fields
An account transaction, Pay By Plate record, or invoice can represent the same vehicle crossing — identify the original travel event and avoid creating duplicate fleet records from later documents. Capture the travel date and time, toll location or roadway, plate and state, I-PASS or E-ZPass transponder, amount, transaction or invoice reference, and posting date.
Match to the reservation
Use the travel timestamp to identify the reservation that had the car, reviewing activity near checkout and return manually, and confirm transponder-assignment history if devices move among vehicles.
Understand Pay By Plate timing
As of this writing, the Illinois Tollway says users in rented, borrowed, or temporary vehicles without I-PASS or E-ZPass can enter the plate, payment method, and travel dates and times within 14 days of initial travel. This is an agency payment window, not Turo's reimbursement deadline — verify it against the Illinois Tollway's current Pay By Plate page before relying on it, since agency rules can change.
Separate operational deadlines, and handle invoices carefully
Track at least three clocks: the Tollway payment or dispute deadline, the Turo reimbursement deadline, and your own internal review deadline — paying the Tollway doesn't submit a guest invoice, and creating a Turo record doesn't satisfy the Tollway. Verify invoices through the official I-PASS or Illinois Tollway channel, and separate the base toll from added fees to determine whether the additional amounts are eligible under Turo's rules or arose from delayed owner action.
