Maryland fleets may receive both E-ZPass transactions and Pay-By-Plate activity for the same vehicle — those streams need to be reconciled together, since a vehicle can appear under a transponder on one trip and a plate read on another.

Build one chronological ledger

Download the source records and retain the unmodified files. Normalize the plate number, issuing state, vehicle ID, transaction time, amount, facility, and source type, then compare every row against reservations and vehicle ownership dates. A worked example

A vehicle crosses a Maryland toll facility via Pay-By-Plate, then crosses a Virginia facility the same week via E-ZPass. Treated as one unified "tolls" feed, these look like two ordinary transactions. Treated correctly, they're two different account types with two different reconciliation paths — the Pay-By-Plate charge won't appear on an E-ZPass statement at all, and pulling only one source would silently miss half the trip's toll activity.
