How to Manage Toll Reconciliation With a Fleet Team

Design roles, approvals, review queues, audit history, and handoffs for a team managing Turo toll and ticket recovery.

Adding staff doesn't automatically make toll reconciliation faster. Without clear roles, several people can import the same file, edit the same match, assume someone else submitted the invoice, or expose more data than their job requires.

Define workflow roles

A practical separation: Importer (obtains and validates provider data), Reviewer (resolves uncertain matches), Approver (confirms eligibility and evidence), Billing owner (submits through Turo and records the outcome), Administrator (manages providers, vehicles, tags, users, and policy), and Manager (reviews deadlines, exceptions, and reports). Small teams may combine roles, but ownership should remain explicit.

Apply least-privilege access, and standardize handoffs

Not every user needs toll-account details, full citation documents, billing permissions, subscription controls, or team administration — grant the minimum access necessary and remove access promptly when responsibilities change. Each record should show current status, owner, next action, deadline, evidence, and notes, avoiding work assignments buried in email or chat.

Require review reasons, and prevent parallel work

Manual rematches, exclusions, duplicate closures, amount changes, and deadline overrides should record who acted, when, and why. Use record ownership or locking where available — at minimum, show that another user is reviewing the item and prevent duplicate billing.

Run daily/weekly queues, and protect sensitive documents

Daily work should focus on new imports, urgent deadlines, and disputes; weekly management review should cover missing provider data, aging exceptions, workload, quality, and policy changes. Ticket images and toll statements may expose plates, travel patterns, account identifiers, and personal information — establish retention, secure sharing, download, and deletion rules.
