Document verification

Independently verify the issuing authority, record the citation or notice number, preserve every page and the envelope, confirm the plate and vehicle actually match, confirm the incident date/time/location, confirm the amount and due date, and review the payment, hearing, contest, or transfer instructions on the notice itself.

Identify the correct reservation, review actual possession, evaluate the violation category, separate a vehicle-condition issue from guest conduct, and treat the local authority's response and Turo reimbursement as two separate tracks. At the end, record the agency's action, the Turo submission (or the reason it wasn't submitted), and the final outcome — payment, dispute, denial, dismissal, transfer, or closure.

A worked example of using the checklist

A citation arrives showing a plate that's one character off from the vehicle on file — an O misread as a 0. Working the checklist in order: document verification catches the plate mismatch immediately, before OCR fields or the reservation match are even considered. That's the value of a fixed order — a manual review that starts by trying to match the reservation first can waste time chasing a match for a citation that turns out not to belong to the fleet at all.
