Why Are Tolls Showing as "Not Billed"?

A toll can be matched but still sit unbilled — billing needs its own eligibility review, evidence, and case tracking.

A toll can be correctly imported and correctly matched to the right reservation and still sit unbilled. Matching only solves attribution — actually billing it requires a separate eligibility review, supporting evidence, a reimbursement case, submission, and outcome tracking, and any one of those steps can stall out on its own.

Identify exactly which step is missing

Matched but never approved, missing supporting documentation, excluded as host use, waiting on a related ticket or toll batch, not attached to any reimbursement case at all, sitting in a case that was cancelled, submitted externally but never recorded internally, or simply past the normal submission deadline — "not billed" can mean any of these, and the fix is different for each.

Reconcile case membership, and review against the deadline

Every eligible toll should link to exactly one reimbursement case, or have an explicit reason it wasn't billed — and the same transaction should never end up in two cases at once. Use explicit statuses, and close what should be closed

Ready, submitted, awaiting payment, paid, disputed, ineligible, expired, or written off — an unbilled toll can absolutely be closed, as long as it's closed with an auditable reason (duplicate, owner use, ineligible, insufficient evidence) rather than just disappearing from the active list.

A worked example

A toll matched to the correct reservation three weeks ago still shows as unbilled. Checking the case reveals it was flagged for missing evidence — the original provider record wasn't attached — and then never followed up on. The match was never the problem; a single missing document silently stalled the case at the eligibility-review step, which a status report showing only "matched" vs. "unmatched" wouldn't have caught.
